ABSTRACT: Problems in implementation the building of dwelling and human settlement must be appropriate with policy of government. In East Java, especially in Pasuruan regency needs a strategy of dwelling and human settlement that is integrated with RTRW, so it is needed research about “The analysis of policy the building of dwelling and human settlement environment’s concept in Pasuruan regency ”. The purpose of this research is to give the rule or the information for all the steakholders related with the building of dwelling and human settlement in East Java, especially in Pasuruan regency. The research method that used in this research is normative juridical approach. The research analysis that used is comparative analysis between the control policy and the existing condition of the building of dwelling and human settlement in Pasuruan regency. The result of this research there are three policies that related with the building of dwelling and human settlement that consists: 1. policy of land use the building of dwelling and human settlement; 2. policy of license; 3. policy of supporting the building of dwelling and human settlement in Pasuruan regency.
