ABSTRACT

The built and operation of Jember Business Center (JBC) And Jember Trade Center (JTC) give impact to the transportation increasing at streets and intersections. JBC and JTC are used for: office building, education building and housing. In the last fifth year in Jember there wasn’t been met the new road which significant enough and only traffic engineering with settlement traffic management system was done. The research will analyze the network performance which influence by JBC and JTC operation.
The primary and secondary data were collect by direct count and measurement. Analyze network performance were done by four step model of transportation planning: trip attraction, trip distribution, trip assignment and analyze performance of streets and intersection. CONTRAM program were used to process the assignment analysis to know how network were done. Model of assignment simulation was done at three conditions: existing, without operating JBC - JTC and next five years.
Streets affected directly with operating of JBC and JTC are : Jl. Trunojoyo and Jl. RA. Kartini. Result of chosen transportation; trip attraction analysis at day condition that is JBC to enter equal to 15,26 smp/jam/m2 and go out equal to 4,77 smp/jam/m2, JTC to enter equal to 15,55 smp/jam/m2 and go out equal to 4,86 smp/jam/m2. Analyze work started with network code; analyze matrix O-D network data input and. Result of assignment analysis of every internodes show foot of intersection Jl. Sultan Agung, assess biggest V/C ratio namely 0,92 at condition existing and equal to 0,94 at next five year ( year 2011). While based on result analyze three encumbering simulation model show with existence JBC and JTC have an effect on to downhill the network performance, But the influence is not significant.
