ABSTRACT

Departure of vehicle Queue at green time will be happened acceleration and deceleration resulting existence of lost time and influence of end gain. Installing of Traffic Time Counter Display (TTCD) instrument at intersection with traffic signal expected can lessen lose time and improve effective green time. Objective in this research is to know effective of TTCD use to saturated flow at intersection with traffic signal, specially the intersection foot of Jl. Diponegoro at intersection of among Jl. Darmo and Jl. Diponegoro – Surabaya City.
Data of saturated flow current obtained is survey of saturation flow noted each every 6 second interval of treatment intersection with traffic signal by TTCD (TTCD ON) and without existence TTCD (TTCD OFF) using video recording. Analyses of TTCD use affect to current of traffic flow conducted with calculation mathematically and hereinafter by some statistical test (outlier test, normality test, and different test).
Result of research at study location show characteristic of saturated flow that is departure maximum interval became of 25 - 30 second. Basic saturated flow (S0) E6.210 smp/hour-green with calculate saturated flow (s") TTCD ON 6.702 smp/ hour-green and TTCD OFF 5.268 smp/ hour-green, so that ratio s"/S0 for TTCD ON 1,079 and TTCD OFF 0,848. Effective of TTCD use based on result analyses different test only see when end lost time where t-count (5,103) bigger than t-table (1,697) and also when effective green time where t-count (2,209) bigger than t-table (1,699). While for the start lost time, use TTCD not yet given influence to traffic flow (saturated flow) by significance. For driver, location of TTCD instrument give to feel balmy because driver can know by actual is rest of aflame signal commutation time of traffic signal. So that doubtfulness at the entering dilemma zone can be minimalist.
